Line Extensions Policy
Purpose
The purpose of this line extension policy is to govern the construction of distribution line extensions to all residential, commercial and industrial customers.
Provisons
Abnormal Services - Abnormal services include the request for special facilities over and above those normally provided by the Cooperative for standard construction methods. Standard construction methods to include the Normal Point of Delivery shall be determined by a Santee Electric Cooperative representative. Construction methods that require the Cooperative to employ additional labor, materials and/or equipment are included (but not limited to) abnormal services. The Cooperative will furnish, own and maintain all materials and equipment up to the Normal Point of Delivery. The service weather head and related materials and equipment beyond the POD shall be furnished, owned and maintained by the member/owner.
The following conditions are examples of abnormal constructions:
- Boring under roadways, patios, sidewalks and other paved areas
- Extending services beyond the normal point of delivery
- Requiring specialized equipment, labor and materials for adverse conditions
- Removing physical obstructions which impede standard construction methods
- Other abnormal engineering design practices and abnormal conditions
Contribution-In-Aid
- Construction and Design - collect CIAC from customer for cost difference between the standard and abnormal construction methods
- Abnormal POD (UG) - collect $3 per foot for additional underground service lateral beyond the normal POD as determined by a Santee Electric Cooperative representative
- Abnormal POD (OH) - collect $0.75 per foot for additional overhead service length plus $150 for each additional secondary service pole beyond the normal POD as determined by a Santee Electric Cooperative representative
- (Additional costs may be incurred if Primary Extension is required)
Monthly Facilities Charge
- Customer shall pay a Monthly Facilities Charge (MFC) of 2.0 percent of the estimated original installed cost not to be less than $25
- Customer may elect to make a contribution for additional facilities in lieu of paying a Monthly Facilities Charge (MFC).
- Customer shall be required to execute a (5) five-year Service Agreement to justify establishing billing for a MFC.
Meter Base Locations
A Santee Electric Cooperative representative shall spot all meter base locations. Unless otherwise designated by the Cooperative, the normal POD shall be at the outside wall of the end of the structure closest to the Cooperative's facilities and the customer's premises.
Line Extension Services
Line extension services include the construction and upgrade of primary and secondary distribution facilities. The Cooperative will extend and maintain overhead and underground service conductors to the Normal Point of Delivery at Cooperative's expense, except as noted above. The customer shall be subject to additional costs for the extension of primary distribution facilities.
Overhead Service
- Primary Residence (OH) - no charge to customer for overhead service to a permanent residential dwelling (i.e., house, permanent manufactured home, condominiums, apartments, modular homes)
- Nonpermanent Manufactured Home (OH) - no charge to customer for overhead single-phase service to a non-permanent manufactured home from existing primary or secondary facilities. If necessary, the Cooperative will also provide a secondary service pole and/or transformer
- Secondary Residence, Cottage or Cabin (OH) - collect construction cost from customer greater than three times anticipated revenue less transformers, metering & relay equipment (TM&R)
- Commercial and Non-Residential (OH) - collect construction cost from customer greater than three times anticipated revenue less transformers, metering & relay equipment (TM&R)
- Construction (OH) - no charge to customer for a single-phase overhead service lateral for the purpose of constructing a building or other service establishment. Collect installed costs plus removal cost minus salvage value of the facilities installed in excess of one point of delivery per permanently-installed transformer location
- Temporary (OH) - collect $50 from customer for single phase overhead service lateral or total cost less the salvage value to install and remove facilities needed for less than a 12-month period

- Primary Residence (UG) - collect $150 from customer for underground secondary lateral service to a permanent residential dwelling unless superseded by an existing formal underground agreement. (i.e., house, permanent manufactured home, condominiums, apartments and modular homes)
- Nonpermanent Manufacturer Home (UG) - collect construction cost from customer for underground secondary lateral service to the normal point of delivery.
- Secondary Residence, Cottage or Cabin (UG) - collect construction cost from customer greater than three times anticipated revenue less transformers, metering & relay equipment (TM&R)
- Commercial and Non-Residential (UG) - collect total construction cost from customer greater than three times anticipated revenue less TM&R
- Construction (UG) - no charge to customer for a single-phase underground service lateral up to five feet for the purpose of constructing a building or other service establishment. Collect installed cost plus removal cost minus salvage value of the facilities installed for all other types of construction services per permanently-installed transformer or pedestal location.
- Temporary (UG) - collect $50 from customer for up to five feet of UG single-phase secondary service from existing UG facilities or total cost less the salvage value to install and remove all other type distribution service facilities

Line Conversions
Line conversions include the conversion of existing overhead distribution facilities to underground distribution facilities. Customer shall pay the amount by which the construction cost exceeds three times the additional anticipated revenue less salvage value and TM&R. Customer shall pay the total conversion costs less salvage value to convert existing overhead distribution facilities to underground facilities for the customer's convenience.
Line Relocations
Line relocations include the relocation of existing distribution facilities for the customer's convenience. Customer shall pay the amount by which the construction cost exceeds three times the revenue credit less TM&R. Santee Electric Cooperative will abide by local county codes, the National Electric safety Code, and the National Electric Code at all times. The Cooperative may elect to relocate existing overhead and/or underground facilities to comply with local or national codes.
Permanent Manufactured Home
A permanent manufactured home requires mounting on a permanent on-site foundation and connection to permanent water and sewer facilities which include a deep well and septic tank. Additionally, the customer must own the land on which the structure is installed or have a recorded extended lease of 3 years or greater.
Relocations
- Overhead Lines - In the event the location of the Cooperative's poles and/or overhead facilities unreasonably interferes with the use of the property on which they are located, the Cooperative may, upon request, relocate such facilities without cost to the property owner making the request, providing that the request is engineeringly feasible and adequate right of way can be obtained. When the customer requests the relocation of existing overhead facilities without an increase in electrical load that would have necessitated changing facilities, the customer shall pay the total relocation cost.
- Underground Lines - In the event that it is necessary to relocate or modify any existing underground facilities due to a property owner and/or developer's request, the Cooperative will consider such request if engineeringly feasible and adequate right of way can be obtained. When the customer requests the relocation of permanently installed underground facilities without an increase in electrical load that would have necessitated changing facilities, the customer shall pay the total relocation cost.
Underground Residential Developments
Underground Residential Developments (URD) include planned overhead/underground distribution facilities to provide a basic distribution system to serve individual lots normally in excess of 15 lots. The developer and/or owner requesting the distribution facilities shall pay any amount by which the construction cost is greater than three times the estimated revenue for the entire development, plus any estimated abnormal construction costs as determined by a Santee Electric Cooperative representative (see General Specifications for Underground Services for specific details). A formal URD Agreement is required.
Conditional Investment Deposits
- First 15 Lots - At the developer's request, the Cooperative will install, own and maintain necessary distribution facilities to serve the URD at no cost to the developer based on justification aside from any abnormal installation costs as determined by the Cooperative.
- Lots above 15 - At the developer's request, the Cooperative will install, own and maintain necessary distribution facilities to serve additional areas in the URD based on Conditional Investment Deposits. The developer may elect to pay a deposit or submit a surety bond in lieu of a deposit for the total estimated installed cost of the facilities to serve the additional areas. The non-interest bearing deposits are subject to annual review and will be refunded based on a pro rata share of the occupied facilities during the preceding year. Any deposit held by the Cooperative for six (6) years or more shall be credited to the general patronage funds as suggested by the Article VII, Section 3 of the Cooperative Bylaws.
Underground Commercial and Industrial Developments
Underground Commercial and Industrial Developments (UCID) include planned distribution facilities to provide three-phase underground service to permanent large commercial and industrial establishments typically greater than 501 kVA. The Cooperative for all applications must conduct an economic feasibility study. If economically feasible, distribution facilities will be installed based on established rates and the Cooperative's Service Rules and Regulations. The developer and/or owner requesting the distribution facilities shall pay any amount by which the construction cost is greater than three times the estimated revenue for the entire UCID, plus any estimated abnormal construction costs as determined by a Santee Electric Cooperative representative. A formal Service Agreement is required.
Standard Supply Voltages
Standard Supply Voltages include the installation and maintenance of defined voltage classes based on one system of alternating current at 60-cycles per second (HZ). The customer shall consult the Cooperative before purchasing equipment or wiring for service to insure voltage compatibility.
Standard Secondary and Primary Voltages
The standard secondary voltages provided are nominal and subject to a plus or minus five percent (5%) variation:
- 1201 - not recommended for load in excess of 20 amperes
- 120/2401 - not recommended for metered demand in excess of 100 kW2
- 240/120 - not recommended for metered demand in excess of 300 kW2
- 208Y/120 - not recommended for metered demand in excess 500 kW2
- 480Y/277 - recommended for load over 74 KVA
The standard primary voltages provided are nominal and subject to a plus or minus seven and one-half percent (7 ½%) variation:
- Single phase, 2-wire, 7200 volts
- Three phase, 4-wire, 12470/7200 volts
- Single phase voltage - all other voltages three phase
- Additional facilities charge may be applied for load exceeding recommended level
Contribution-In-Aid of Construction and Monthly Facilities Charge
- Customer shall provide a Contribution-in-Aid of Construction for the cost difference between the standard voltage and requested voltage based on load level and availability requirements.
- Customer may elect to pay a Monthly Facilities Charge of 2.0 percent of the estimated original installed cost not to be less than $25.
Street Lighting Service
Street Lighting Service includes the construction and upgrade of public lighting to dedicated public streets, highways, public parks & recreation facilities, and public parking lots. The Cooperative will extend and maintain overhead and underground lighting facilities to serve leased lighting fixtures mounted on Cooperative-owned poles based on standard construction methods. The customer shall be subject to a MFC for nonstandard street lighting service to include the following:
- 2.0 percent of the estimated installed cost for all primary line extensions
- 2.0 percent of the estimated installed cost for all underground service conductors greater than 250 feet in lieu of a CIAC for the excess conductors
- 2.0 percent of the cost for special nonstandard poles and posts
- (Additional costs may be incurred for abnormal construction methods II.A)
Area Lighting Service
Area Lighting Service includes the construction and upgrade of outdoor lighting by means of mercury vapor, metal halide, and sodium vapor lighting units to any member/owner served by the Cooperative. The Cooperative will extend and maintain overhead and underground lighting facilities to serve leased lighting fixtures mounted on Cooperative-owned poles based on standard construction methods. A Santee Electric Cooperative representative must enter into an agreement with the customer for one, two or three years before installing the light (see Schedule AL for specific details). The customer shall be subject to a MFC for nonstandard. Area lighting service is to include the following:
- 2.0 percent of the estimated installed cost for distribution transformer and/or primary line extension
- 2.0 percent of the estimated installed cost for service conductors greater than 250 feet in lieu of a CIAC for the excess conductors
- 2.0 percent of the cost for special nonstandard poles and posts
